The Exo Fleet is the single most powerful military in the Solar System. While the Pirates might try to dispute that claim, Most in the Homeworlds consider the Pirate Clans to be a minor nuisance at best. When man moved into space and spread across the Homeworlds, the military forces of the member nations dwindled, and essentially disappeared. It was only the Neo Sapien Rebellion that caused the Terrans to require a military force, a requirement now filled by the Exo Fleet.
With no major opposition, the Exo Fleet is increasingly seen as a waste that is only kept around as a repository for lazy bums who don't want to actually work for a living. The majority of the serving members of the fleet actually do not have combat experience as skirmishes with the Pirates are rare, and typically limited to small unit actions.
